Why should high energy consumption lead to high literacy rates?

You are confusing correlation with causation. High correlation means that the value of two variables tend to go up and down together. By itself, it does not prove that an increase in one caused the increase in the other. There may be a third variable that is causing the other two to go up and down together. In your question, an increase in income causes both literacy and energy consumption to go up.
