Is my dad's Doctor being negligent?

My dad has been diagnosed with Squamous cell carcinoma.... he had a cat-scan at the beginning of this month after having the cancer cell removed they found 2 more lumps and said that it needs to removed ASAP because it is spreading fast and they are concerned that it will get to the bone marrow.... since they have done the cat-scan he has noticed 2 more small lumps have appeared but yet his doctor has yet to schedule a date to remove the lumps.... is his doctor being negligent or am i just over reacting thinking that they should be more on top of this??
